Governor Rell did the only logical thing awhile back via her parole ban action. She recognized that SOME who shouldn't be paroled, were being paroled. The parole system (among others) was clearly broken. To better protect the public ... she did what had to be done.

The results of her action partly caused another problem ... that of prison overcrowding. The parole system problem(s) won't be fixed overnight ... it will take time, probably lots of time to address the issues.

So here we are. A short term "fix" is to ship those incarcerated outside the state to other prisons. Screw the whining families that say this is unfair. Those in jail are there because they f'ed up. It's now the State's decision and option for what to do with them. Maybe some of the hardened and repeat criminals should be shipped down to Gitmo, or some other 3rd world country. We subcontract practically everything else out of the U.S. Why not the dregs of our society too.

INDEED....it's because most of them are a bunch of over-priveledged whiners, who are mostly sheltered from the ill effects of criminals and illegal aliens. I'd guess than a number of them live within gated/protected communities etc....

Just like the YALE idiots coming to the defense of ILLEGALS...it made me absolutely SICK....Easy to be so "generous" when the ill effects don't impact you.....

The beauty of the ACLU is that they went to bat for Rush Limbaugh, who regularly blasts them, in fighting the State of Florida and/or the Feds (I forget the exact details) to keep his medical records private as they should be.

They get a bad rap because of the sensational cases. They are just one group of people who doggedly push against the forces who erode civil liberties, and against those who would weaken our Bill of Rights. And yes, they push the boundarries and fight for the rights of people who themselves are deemed obnoxious such as prisoners, as well as those who say what is obnoxious, whether they are are hate groups, or people fighting against political correctness. Yes, that's right, the big bad liberal ACLU fight hard for people to be politically incorrect! Veritable boogeymen!

Like it or not, prisoners have rights. Even very conservative Supreme Courts have said so. When the state takes total control over a prisoner's existence, they have an obligation to treat them humanely. That includes protecting their health and safety.

And let's not forget, people, like Mark Davis has pointed out... this issue is also about protecting the corrections officers. The more overcrowding, the higher, exponentially, the danger to them. How about THEIR rights to a safe work environment??

I agree with all of your points, except sending prisoners to Iraq. Our troops deserve someone honorable watching their backs and otherwise providing support. Neither prisoners nor hired guns hopped up on drugs (contractors) are acceptable, IMO.

It's about time the ACLU step in,.... to do there job. I know that people commit crimes and we are a county that lives on giving second chances (Martha Steward) to turn there lives around. You never know what's around the cornor, you could be in the same boat like the people in prison are in right now. So before we start saying send the criminal over sea's or but them on an ice berg you should think what if it was your love one who was stuck in prison, you would want to get them out as well. Of course our parole system isn't the best and trust parole do there job we are blaming parole for everything but it starts with the court system who give these criminal a light sentence because they know they will be coming back, it's about making money.

Work Crewa cleaning CT's roadways. Great idea until one of them escapes. Then why the hell are these vilolent offenders out cleaning the roadways? That would be the next blog. The State Of Connecticut DOC does not have the staff to oversee the prison population behind the walls nevermind the work crews. The answer is change the laws. Zero tolerance on 3 strikes. Forget the appeals for their convictions. Afterall 15 - 20 years for the appeals process. The Petits did have 15 - 20 minutes to live on their appeal!!!!!!!!!!!

I can't believe that in the short period since this disaster occurred, all of a sudden there is prison over crowding. I'm for doing away with all paroles and having convicts serve the complete sentence.
I hope (or maybe not) that the two low lifes who committed this heinous act are isolated from the rest of the prison inmates as they must be aware that they have little chance of parole because of the actions of the two of them.

Reopen 2 of the three closed down state hospitals and that will take care of the problem. Blame the republicans for the over crowding, it was Regan who had the "bright" idea of deinstitutionalization. The death penalty is a crock, I do not believe that we have the right to decide who lives or dies, hell, no civilized country except the US has a death penalty law. It doesn't work. Study criminal justice a tad and you would understand.

I know this may not be a popular point of view,but I am going to go ahead with it anyway's. We would not have an overburden prison system if it wasn't being used to house the mentally ill. Since the closing of the state hospital the prisons have been used for this purpsose because there is no alternative. When you put the mentally ill in with the psychopaths (believe it or not there is a difference between psychopath and a person who is mentally ill)you are asking for trouble. We are asking the prison guards to provide mental health care to mentally ill inmates by giving them medication, observing them for potential harmful behavior, protect them from other inmates etc. Problem number 1 they are not trained to do this. Problem number 2 is there is no therapy in the prison to help get them to be able to function upon their release, there is no aftercare for any of the prisoners. Most parole officers and probation officers do the best they can with the resources available, but our tax dollars would be better spent on a state mental hospital with qualified staff. Day programs which include occupational therapy so when people are released there is follow up care. Some prisoners are never going to be helped that is a reality (hard to admit but true) but without proper evaluation (psychological, educational and occupational) nothing we do is going to change what is going on in our state. If we just lock them up and forget about them and what got them there in the first place we are just kidding ourselves.

Linda - I work in DOC. Just so you know mental health inmates are not being administered medication by the CO's, those meds are administered by nurses, who either work for DOC or UConn Mental Health. They are working with social workers and psychiatric staff on a daily basis, but you are right the job of the CO's is to monitor their behavior and protect them from harm, and that can get very stressful. Aftercare is provided for inmates when they reach the end of their sentence, but once out of DOC's custody, the inmate doesn't always accept that aftercare, stops taking his medication and his mental health level deteriorates. Shadow - your suggestion to ship them to another state, while understandable, probably will not happen, the last time we tried that and shipped inmates to Virginia the CT inmates caused all kinds of trouble down there and we got them back. The problem with shipping them out of state is you have to have the other state agree to accepting them, and that is not an easy task at all. Building more prisons is an option, but to build a mental health care facility would cost about $150 million and a "regular" prison would cost about $110 million, and people say build more prisons, but....no one wants in their community and it would take a few years to build them because of the security involved. A cheaper solution is more halfway houses for non-violent, low level inmates who are close to reaching the End of Sentence to ease overcrowding, but again, no one wants them in their community.

Shadow, there are ways to deal with inmates, they're known as "tickets", where priviledges (phone, visits, mail) are taken away for certain periods of time (sometimes until the end of their sentence). They may not seem like much of a punishment, but to someone incarcerated those are the 3 most important things they have, all contact with the outside world. They're also put in Segregation for periods of time, depending on the offense. However, when you're doing 25+ years, some of these things are just an annoyance to the inmate, they don't really care. You can use some methods of restraint for unruly inmates, however, you have to be very careful how & when you use those methods, as they can be subject to lawsuits if the method was excessive, and the State really doesn't like going to court over excessive force. I'm sure the other States could use a few extra bucks - but they're dealing with their own idiots and probably don't want to take on more if it's not required.

Shadow - didn't want my last post to be so long....but as far as unruly inmates, the two pieces of scum in the Cheshire incident, had no serious discipline history while incarcerated, the crimes they committed also were not considered "violent" crimes, although the younger one doing burglaries at night while ppl were home would be considered violent, the thinking being that if you're prepared to burglarize a home while someone is home, you're prepared to do harm if necessary. They both served their required time, were not problem inmates and I don't fault anyone in Parole or Probation or the DOC for not seeing this coming, there were no indicators either of these two were considered "violent offenders", career criminals....yes...but violent...no. I guess seperately they were not very dangerous, but together they were lethal. I'm glad they've now made it a very serious crime if you burglarize a home while the residents are in the home, I'm only sorry the lives of 3 beautiful women had to be lost, in order for that to happen.

I have been reading the comments. It seems that some of you don't see the point here. The people that are supposed to be getting parole are NON-VIOLENT offenders. You know the ones who bounced a check because they needed food for their families,the dead beat dad who didn't want to pay his child support,the mom who stole clothes for her childrenwe are not talking about just the rapists and murderers the career criminals,we are also talking about people who made a mistake paid for it and are ready to give back to their communities.Ask yourselves,did you ever break the law? Did you ever drive home after having a few drinks? If you did, you broke the law,Driving while under the influence, you just didn't get caught.Remember these things, it could be you in one of our overcrowded prisons.
