To my knowledge people go there while they are waiting for court dates. I do not believe that anyone is there long term.

Once someone is "sentenced" they are moved to another facility.

It ain't the Hilton and shouldn't be either!
Too bad they didn't worry about this earlier - perhaps there could have been one less crime committed in CT!!

I think overcrowding is more of an issue of safety for the staff than comfort of the "inmates". I am sure there are some "inmates" who are not happy sharing space....too bad.....they are in prison.
I have heard of worse conditions than overcrowding in other states. I dunno seems like there are more important things to worry about..........

I'd like to know how they let the conditions get so bad. As far as overcrowding, well sorry, I have no sympathy for that, but if they and the staff are coming down with the MRSA virus, that isn't good for anyone. Staff members can bring it home to their families, then who knows where it goes from there.

Like everything else, guess noone is watching the store. Is this how our tax dollars are wasted AGAIN?

say they all deserve those conditions. I know a girl
who was 15 when her mother had her arrested for
truancy. Her parents had just gone through a divorce and she was obviously having a hard time with it.
she spent 3 days there, strip searched and the
whole nine yards, for missing school. With that
in mind its hard to say that she would deserve those
conditions? Prision should not be pleasant but
when the conditions are affecting the guards thier families, something should be done. They should at least have clothes and be able to brush thier teeth. And by the way maybe inspections should be unannouced so there is no
clean up before hand.

I have seen prisons in the Middle East & in Mexico, I can assure you this..... these conditions, though bad, is NOTHING........ BUT.... irreguardless that these people in prison are there for a reason, they need to be "properly" taken care of, we can argue all day long about just what that should be..bottom line here is

A. This society is producing FAR to many felons then we are able to take care of.

B. We are pushing the envelope in this nation on "cost", basicly, we are running out of money....I know people think will NEVER happen but you better think again...........

We have terrible infrastructure, roads, electric grids, railroads, look at the mess at the VA hospitals, damn look at the friggin UN.....how many BILLIONS just to renivate it????????

seems just about everybody thinks about the criminals licked up in there, but what about the VERY hard working dedicated Correctional Officers and counselors who slug it out every day in there, and not just with the inmates (the admin is a strugle too) after many years of hearing from friends who work there i belive that the mgmt cares only about them selves, not the Officers and counselors on the line, but then i have not heard from mgmt... the union is right on this one... when you paint, you cover up things...dig deeper mark...

Yes it's true Whalley is a pre-sentenced jail ....do you know how long it takes some people to be sentenced on charges ..sometimes 2 or 3 years and up. The Corrections officers are being disrepected by there upper administration on this. They DO NOT Have to deal with guys on the floor. They do a once a week tour and just move on. There are Correction Officers inside these dorms and housing unbits 24 hours a day 7 days a week. Can you for one imagine yourself and one other officer with you with 160 inmates ...NO GUN..NO WEAPON ..JUST YOURSELF AND YOUR PARTNER ??? Imagine yourself with 1 other officer when 4-10 inmates start fighting and your left alone to brerak this up ....what about when they swing weapons around and you don't have anything but your body and a radio and a body alarm to alert someone for help and imagine how long that help may take to get there !!! Remember again there are NO GUNS Inside correctional facilities ! I don't think the general public realizes what correction officers go thru on a daily/weekly/monthly basis !!! People forget that this state's prison system was OVERRUN with disturbances,riots,murders in the prison system in the early and mid 1990's !!! There are over 375 beds avialable RIGHT NOW In Cheshire Correctionals old North Block that the state refuses to open up .....MY QUESTION IS WHY ?????? 375 beds for inmates to not sleep on the floors and be in cells for the safety of the public !!! That's what everybody forgets here .........since you don't see the inmates and the problems they think there not there BUT there is a huge problem people WAKE UP !!!! 375 cells avialable in Cheshire today and the state REFUSES TO OPEN THEM !!!!

The Govt has made Prison and Laws Big Buisness. It seems that we all break laws at one time or another. Just think about it. Your life and everything you do is controlled in some way.

IE: Speeding, Its a great scam the cops have, Its the law of nature that makes it a great revenue stream. example. Radar trap on a deserted highway! Why, given the odds they will find someone to give a ticket to.

Has anyone looked at the women's prison in Niantic? York has been overcrowded forever. Everytime we hear about Jody Rell's decision to hold all paroles, I don't think anyone has even thought of what affect it has on the women, most who are not incarcerated for violent crimes, but drugs and alcohol violations....which aren't addressed (AA or NA) unless the inmate has a longer sentence. How about rehabilitation?

I spent four months this year in NHCCC on Whalley Avenue in New Haven and seeing the report tonight brought back awful memories. While I was there (3-07 thru 7-07) the dorms where so overcrowded that other inmates slept on "boats" on the ground and there were inmates sleeping in the chow hall and in the visting room as well as the gym and there were so many inmates that we had to eat all our meals in the dorms instead of being allowed to eat in the chow hall. We were also allowed to clean our cubeicules once a week, which isnt fair when there are a lot of men who practice poor hygine and there are no ladders to the top bunks and we were not allowed to have our blankets washed. The DOC teats human beings like we are flithy vile animals who dont deserve to live in appropriate conditions.

I agree it is deplorable conditions-when the inmates are uneasy it puts the staff in greater danger. My issue is bigger - Mark, you barely mention the staff putting their lives on the line in there. The other prisons have inmates on floors, in gyms, etc.. too! Most have close to 150 inmates with ONE officer! Keep looking into this, but maybe focus a little more attention on the men and women who have volunteered to be in there for public safety!

Mr Davis,im commenting on the way the whalley ave prison is being operated.Unfortunately,in may of 66 of 1996 i was at whalley ave for a year and a halfin pre-sentence.I was in the medical unit and had small rats running underneath the door of my cell,i could remember a correction officer slamming me up against a wall because when i had to go to court they wanted me to wear my "street clothes" and i refused because i gained so much weight my pants didnt even fit.I had my head split opened by an inmate and had to recieve staples in my head,all this over me talking on a telephone.I could go on and on but i can honestly tell you that whalley jail should be torn down and replaced and also the correction officers should take anger management classes.That was the first time and last time i was ever incarcerated.I was a vol fireman for many years,did alot of good things in my life and in my town and i made one big mistake and i paid for it dearly.I used to define whalley ave to my friends and family as hell on earth.Well,thankyou for your time Mr Davis

As a Department of Correction Employee and formerly assigned to the New Haven Correctional Center (Whalley Av) I fear that the publicity NHCC has been recieving will endanger that staff and inmate population once the inmates feel they are getting attention.

Were not dealing with the average citizen here. We're dealing with Rapist, murderers, DWI, fellons ect! At least one third of the Inmate Population will not think twice about assulting a Officer.

Brian Murphy hit the nail on the head when he stated that we are ordered by the court to maintain and incarcerate the over populated prisons by court order.

It's our responcibility to not only protect and serve the public but to ensure the safety of the very inmate we incarcerate.

In conclusion, I believe the politicians need to quit passing the buck, blaming prison oficials and start doing the job we pay them to do.

Work to resolve the over crowding issue and stop politicing for votes in up comming elections.

Hats off to Mr. Murphy for speaking the truth. That doesn't happen often in politics due to potential career issues.

It's naive to think this is only at Whalley. The truth is, the overcrowding and the disgusting living conditions are going on in all our state inmate facilities. The corrections officers are NOT doing what needs to be done, recently an inmate in Gates CI was injured by a metal clamp on the wall where he accidently smacked his hand, when he asked a C.O. to fill out an incident report, the Lt. C.O. made it clear that if he filled out an incident report, she will claim the gauge on his hand was caused by a fight with another inmate and he would be issued a Class A ticket and sent to "seg" (solitary confinement at another facility). If this inmate gets an infection, he has no course of action? Not all of our inmates are the Cheshire killers and shouldn't be treated like animals.

Think about it.... if you had 2 dogs, and put each of them in a crate, and threw food & water at one crate, yelled at him, and the other dog was spoken to softly, shown kindness, fed and watered humanely, which dog would you want to be near when the cage doors were opened? I wanted to comment on your news story concerning the "cover up" at New Haven Correctional Facility. From what I understand that living conditions are being complained about from the inside, namely the overcrowding of the prison, which is a statement all its own. There are a couple things I'd like to say. First, I say to the inmates, that if they don't like the conditions in prison then STOP BREAKING THE LAW! Prison is not supposed to be a country club. It is not supposed to be a place that is desirable to be in. Secondly, I know first hand the conditions that our men and women in military uniform are forced to live in daily and they take it with honor, with a smile, and very proud they have the opportunity to serve this great nation. Conditions at deployed locations and on naval vessels are comparable or even worse than the conditions in these prisons. Double-bunking, long shifts, maybe three square meals a day, forced to share toilets and showers, sleep on the ground rather than in a cot, and while in the field may or may not get a shower at all. All this while getting shot at and blown up all for our safety and security, plus they are law abiding citizens. While I believe that every human being deserves to be treated with dignity, I think there is a real problem with those who choose to violate the laws of this land to even have the audacity to complain about the prison conditions. But that is what those in uniform do, sacrifice daily to protect the right for these law breakers to complain about prison conditions.

Everyone seems to forget that all this attention given to the Whalley Ave. facility stems from Jodi Rell's "brillant" decision to suspend parole. I know for a fact that the conditions there exist at all of the other correctional institutes in Connecticut. How can you say that they are not overcrowded when there's signs posted saying that your visiting time may be cut short because of the aforementioned overcrowdedness. If someone made one mistake, no one was harmed, and they served their time don't they deserve their constitutional right to be let out when that time is up. Not when the Gov. decides. What if it had been her son who had been incarerated when he stole a boat? Oh wait a minute, why wasn't he locked up for that? Huh? Everyone agrees that the Chesire home invasion was heinous, but if it had happened in New Haven, what would Mrs. Rell have done then? I really want to know. In conclusion, not everyone who is in prison is an animalistic lunatic, some are just trying to do their time and get on with their lives. All of the prisons need to be visited, to be checked out to see what the real conditions are. Someone is going to get hurt if these conditions persist.

Reading some of the other blogs that were posted I still see that there are alot of ignorant people in our state. I agree that jail is not meant to be a day spa, or resort but when you start jeapordizing the safety and health of inmates and staff, I believe that this is an issue that needs to be addressed. Having a husband recently become incarcerated I have some first hand knowledge of the conditions, is he a violent criminal, no, his he in their on a technicality yes. I believe the one person to blame for all of this is good ol Jodi Rell.

My fiance is at Osborn in Somers, which is even older and there are at least 75 inmates sleeping on the gym floors. Because of this, their rec time has been cut in half and they are locked in cells 23 hours a day. He used to be in F block which is infested with cockroaches - when he tried to mail a few dead ones to me to prove it, the co's actually removed them from his outgoing mail and said to him "nice try". What are they trying to hide?

Funny thing is that most of the people that do end up in jail are not guilty of there crimes. I spent 18 months for something that I did not do.

bond amounts on people and not able to get

I had seen three or four fights while I was in Osborn Corr. Int. and all the officer did was sit and watch before he had called a " CODE BLUE"
DOC needs some major help. Did you all know

other state. The state is also not allowed to build any more prisons.
The courts should be the ones getting all
complaints. It is them that keep putting
people into the jails.

statments out of people, and also why are the
courts makeing bonds so high that people can
not pay them.

I rescently visited another corectional facility in Hartford,Ct where the conditions are disgusting.I know jail is not suposed to be the holiday inn but some things are uncalled for such as the cieling leaking some kind of liqiud next to my head into a garbage can all night for five days.Also the food is something I would not even feed to my dog.I also was in a dorm with about sixty men with one bathroom one water fountain and warm nasty water but no cups.I would say half the people were sick.The oder in the biulding was unbearable along with the noises.Something really should be done before somthing bad happens inside that we all dont want.

To all those who are blaming Jodi Rell....after what happened in Cheshire - I for one would rather be safe then sorry. Having things places in a HOLD PATTERN while the system is being examined is fine with me.
After reading all the postings here the one that still interests me is if indeed there is a facility in Cheshire that can be re-opened....why is it still closed?
If the facilities are understaffed with guards that's the real issue for safety for both the staff and inmates. I'm sure the staff members see more then enough "stupid" day after day. I'd certainly pick my battles if I'm going to stand the chance of being injured. Wouldn't you? Let's face it - most of those incarcerated are not the most upstanding citizens.
It's not a country club and should not be. I can't help but wonder how many are repeat offenders?? And if that's the case...they didn't learn any lessons or so it would seem!

It's not only Whalley Ave that has horrible conditions. Other prisons in the state are just as bad or worse. Osborn has sewage coming up through the drains in the sinks and showers. 100 inmates are sleeping on the gym floor and sharing one bathroom with 70+ other inmates. Why not inspect all the prisons in CT? No matter what the crime is that these people have or have not committed, they are human beings, not animals.

As a former inmate within the Department of Correction, I can agree with the recent allegations made public. Over the course of nineteen months that I was incarcerated, I had witnessed some gruesome living conditions. I can clearly remember sometime in August or September of this year, the Deputy Commissioner Brain Murphy touring my housing unit at Carl Robinson. During his tour, he witnessed the amount of overcrowded inmates and the amount of non-working showers. Mr. Murphy did inform the Deputy Warden of Operations and instructed him to have a Maintainer fix the problem immediately. According to a private source, the showers are still an issue. There are about eight showers in each housing unit. Additionally, there are about four working in each unit. Mined you, there are approximately ninety inmate per housing unit and there are specify times you are allowed to shower. This is clearly not enough working showers for the inmates to shower on a regular basis.

Furthermore, from that I observed, it strongly seems like when an issue arises at a correctional facility, the facility level administrators tries to keep everything in the closet and complete away from their central office administrators. Then when issue like this occur the central office administrators does not know that the hell is going on and are not prepared for address the public concerns. I honestly feel that the Governor should appoint an independent agency/officially to look into the matter closely and report their finding to her office directly.

It's not only an issue with inmate safety and security. It's also the working conditions that the staff and prison guards are put into. If the prison staff and guards don't have a safe working environment, then the inmates don't have a safe confined place at all either. That's the Prison guards and staff need a safe working environment and then a safe place to confine the inmates. What the state needs to do is rehab their current facilities to make it safer for the guards and staff to come to work. I believe that having an unsafe and dangerous working conditions not only violates the Labor laws, it also violates the OHSA health and safety laws as well. With the prison being overcrowded with the ban on parole for violent offenders, that's a recipe for prison riots and a disaster in a making where the question of when it's gona happen more than what if.

My husband happens to be in the Whalley Ave correctional center. He has done time before which is why i felt that I had to write. He is a man who never complains about anything. He is currently in the detention center for stealing a bike lock. He said that everyday the conditions are getting worse. There are bugs in the shower areas and illnesses seem to be in every corner. Just because someone makes a bad mistake doesn't mean that they should be treated like an animal.

You can thank the wardens who cover up these media tours. Everytime we have a tour they transfer inmates to other facilities to lower the counts in the housing units,they have cleaning crews of inmates who make the prison or jail seem as if you could eat of the floor before the tour arrives. Nobody wants to know what is really going on there they just want to throw away the key and let the correctional officers deal with it.Maybe if Jodi Rell and Theresea Lanz stop lying about the terrible and unsafe working conditions we could change the system for the better for all.

right on...when the wardens and their cadre' come around they do exactly that...and when word comes down the pike that there will be a tour by the media or an important vip, they break out the paint... schitt, employees get dizzy smelling all those paint fumes...sounds like to me the place is a time bomb...what does the cadre' care, they are not on the front lines...they don't spend $$$s, they get a bonus... a good (brave reporter should spend a week with officers, teachers, maintiance and counselors, then do a real bad ass story...

First of all, maybe your man was speeding, but I guarantee he either had a warrant or violated his probation to have him end up incarcerated. If he is locked up 23 hours/day, then he is in seg....inmates are guaranteed a required amount of "out of cell" time and it is not one hour/day.....if you're only out of your cell one hour a day you're in seg and you've gotten a Class A,B or C ticket. Whiting Forensic is a MAXIMUM security facility. Many, if not most, of the nutjobs there have been convicted of the more serious and violent crimes like murder and rape. Inmates are sent to Whiting because they can't be handled properly in other regular jail environments.

Rell, Rowland, McCain???, Dodd, or Blumenthal have NOTHING to do with your brother being where he is. Get a clue. Your brother is a danger to society, and is being kept in a place most appropriate for whatever his problem is.

First - all those working at the prisons.....doesn't EVERYBODY there claim they shouldn't be there??? Or for the long timers - they found Jesus?

For those of us on the outside looking in -
don't we all have co-workers that really don't do that job that could or should be doing?

EVERY PROFESSION has people there that are a disgrace - but NOT EVERYONE is like that. It's been my experience that those that do their job want the ones that don't out more then the next guy!

An observation here is that most - with a few exceptions- that are posting about someone they have in prison.....kind of has a problem with grammar, writing and speeling (lol) even with SPELL CHECK - so I wouldn't get too worried about it. I think they WANT to BELIEVE the propaganda they are being told - another VICTIM of circumstance perhaps...hmmmmm!!!

To those that work within the prison system I'd worry more about those who DO NOT have family/friends in there and as one of them I say

To New Haven - - you're right.....alot of the inmates do find Jesus while incarcerated, I think he must live there, because the minute they get out, they lose him. Some of the inmates do know they belong there, and some are actually quite decent to staff...but you can never forget that they're inmates and they'll throw you under the bus in a minute if it benefits them. Just like the inmates, there are a few CO's who do antagonize the inmates unfairly, but their numbers are few, most CO's treat the inmates respectfully until they're given a reason not to. The CO's that are working in the gyms are at the greatest risk, in a block you can always have the inmates lock up if there's a problem....in the gym there is nowhere to "lockup" and if an altercation breaks out, there's 2 officers against 50 inmates, waiting for other officers to come and assist can make a 10 second wait seem like hours.

I think the State puts a freeze on correction officers because of the cost,but it would save some of the prisoners from each other,lests face it some prisoners are more agitated than others,and it`s really not fair that a young kid that was foolish and is there learning a lesson,and will learn it,it`s not right he get caught up in a riot from everyone agitated from over crowded situations.There are laws for everything so it`s real easy to get arrested and without bail,your finished,even tho the crime may be lesser than all the rest.there seems to be a damed up spot that needs to move to keep the flow,or it gets stagnent.Either court hearings,Probation,it`s all over crowded.the system needs to do somthing because they are in charge,and this problem is busting at the seems,so something has to give to aliveate the pressure so there can be a graceful flow of incoming and outgoig.i think Connecticut needs to adopt(SCARED STRAIGHT) a program where potentiel lads are sat down with x prisoners and are educated first hand of what will happen should they follow the path of crime,with a boyfriend waiting for them.~Peace Glenna~

Think of me on that beach in Puerto Rico, I'll still be dealing with Codes on a daily basis but it's the career I chose and I don't think if I had it to do over, I'd choose any other career....like you I've met some great co-workers and actually some good inmates who are there because of a bad decision.

their job when they lump me up for me

Glenna - Whiting is for ppl with serious psychiatric illnesses that are a danger to themselves or others, ppl judged not guilty by reason of insanity, ppl not competent to stand trial, or ppl under the care of DOC that cannot be managed at DOC facilities (because of their psychiatric illnesses). Whiting is administered by DMHAS (Dept. of Mental Health and Addiction Services). If you brother is in Whiting, then he is there not because he assaulted someone, he is there because he is mentally ill and his illness cannot be managed at any DOC facility. What does his doctor being Russian have to do with anything? Are you sure you're not related to Melissa, she also seems to have a problem with people's ethnic backgrounds? Your brother's cost of treatment at Whiting costs about $900/daily....so as a taxpayer I wish you luck in getting him released soon and back into the custody of DOC, since a daily stay there is less than a quarter of that cost.

In order to be placed at Whiting, you have to be evaluated by a staff of mental health professionals to determine if your illness is serious enough to be placed at Whiting. Obviously, this is the case with your brother, since he resides there. We need more positions to open up in the facilities we have a million new programs opening up all the time and we keep running with the same amount of positions to run all this. We need to open positions in order to watch and supervise these inmates. We can keep the prisons safe with the high amount of inmates but we need more staffing inside the prison. We can stop hiring new Correctional Officers but we need more postions. Also You can thank the wardens who cover up these media tours. Everytime we have a tour they transfer inmates to other facilities to lower the counts in the housing units,they have cleaning crews of inmates who make the prison or jail seem as if you could eat of the floor before the tour arrives. Nobody wants to know what is really going on there they just want to throw away the key and let the correctional officers deal with it.Maybe if Jodi Rell and Theresea Lanz stop lying about the terrible and unsafe working conditions we could change the system for the better for all.
